If a partial-birth abortion has taken place in Missouri, it should be reported to the Health Department. They've seen nothing.
Governor Carnahan and state legislators spent much of the $23,000 a day special session arguing over abortion bills.
Senator Peter Kinder explained why the governor may have added the issue to the special session.
Meanwhile, a governor's spokesman said the governor's office just wanted to get a bill passed while the issue was still on legislators' minds.
