Tobacco settlement agreement is making progress

A Missouri lawmaker wants companies that are not part of the multi-billion dollar tobacco settlement agreement to pay up as well. Princess Reyes has this story from Jefferson City:

Liberty Democratic Senator Ed Quick's bill is on its way to the Senate floor. It requires tobacco companies, not part of last fall's tobacco settlement, to pay about one penny for every cigarette they sell in Missouri. The money would go into an escrow fund for the next 25 years.

Contents: Quick says that the bill would neutralize any unfair disadvantages that companies not in the settlement agreement would have.
A Senate committee approved an emergency clause that would allow Quick's bill to go into effect by the settlement deadline in late June. Under current law, any bill passed by the legislature would not take effect until late August.
