Col. Weldon Wilhoit of the Missouri Highway Division says that 1 out of every 5 fatal car crashes are caused by drivers under 18. He told a Senate Committee that a graduated driver's license system would help deal with that problem.
A graduated driver's license system would require the parents of drivers under 18 to supervise them in at least 10 hours of behind the wheel training. Goode's bill would also stop teenagers from driving at night without supervision.There was no opposition to the bill and the committee took no immediate action.
