INTRO: Governor Matt Blunt defends himself of charges that he broke a campaign promise. Tim Carnahan has more from the State Capitol.

Democrats accused Blunt a day after his State of the State address of breaking a campaign promise to not cut Medicaid eligibility.
But, Blunt says he did not break a campaign promise.

"I didn't change my mind and kept a pledge to Missourians that we wouldn't examine eligibility until we did everything we can to maximize use of those Medicaid dollars."
But, a story on Blunt's campaign website he claims he would not change eligibility requirements.
According to Department of Social Services spokesperson Deb Hendricks, over 120,000 Medicaid recipients would be affected in some way by the plan.

New numbers show that Governor Matt Blunt's Medicaid cuts could impact over 100,000 Missourians.
Tim Carnahan has more from the State Capitol.
Numbers from the Department of Social Service reveal the breadth of Blunt's cuts to Medicaid.
Almost nine percent of all Medicaid recipients would be dropped from the rolls in the first twelve month, nearly 90,000 people.
In all the changes would impact over 120,000 Medicaid recipients.
Blunt says despite his cuts, Medicaid demands Missouri residents to bear a big financial burden.
Blunt did not offer a health care solution for those cut from the rolls.
Blunt denies Democrats charge that he broke a campaign promise.
But, in an article on his campaign website, Blunt claims he would not change Medicaid eligibility.
