A house passed bill will bar illegal aliens from attending public universities.

A bill in the Missouri House of Representatives will bar illegal aliens from attending public universities.

Republican Representative Jerry Nolte, the bill's sponsor, says students in the University of Missouri school system approached him with the concern of illegal aliens in higher education.

Nolte says the presence of illegal aliens in the school system hurts taxpayers who are investing money in a person who cannot legally be hired.

He says there is also an equal opportunity problem with current illegal aliens who are paying in state tuition.

Contents: Is it disciminatory to offer a benefit to an illegal alien within the state of Missouri and not offer that same benefit to a US citizen outside the state of Missouri. So in fact you're giving preferential treatment at the expense of a US outside the state.

Nolte says under the law, the status of illegal aliens who are found to be illegal will be left to the university's discretion.

Democrat Representative Mike Daus says a House passed bill to prohibit illegal aliens from receiving a higher education will not solve the country's problem with illegal immigration.

Amy Becker reports from Jefferson city.

Republican Representative Jerry Nolte, the bill's sponsor, says the bill is forcing Missouri to comply with federal law.

The bill will require university registrars to certify to the appropriations committee that the university has not knowingly admiteded llegal aliens.

Daus says this is not fair to children who came to the United States with their parents and had already completed a high school education.

Contents: I think it's painfuly clear that the reason we're bringing this up so late in session when it has no chance to pass in the senate, is because it's an election year and it's a hot topic that they want to get out on the floor just for that reason.

Daus says those that are here and willing to pay in state tuition not only serve themselves and their home country but also the state.

Republican Representative Jerry Nolte, the bills sponsor, says he is not looking to increase the amount of work a university will have to do while admitting potential students.

He says he is only asking them to take a closer look at records that imply citizenship such as birth certificates and social security numbers.

According to Nolte, the bill will help with opening up communication between universities and the appropriations committee.

Contents: The good thing about that is the universties are going to have more input than they would if I were to frame specific legislation setting forth requirements. I want to give them as much input as possible.

In the bill a university cannot knowingly admit illegal aliens.

Nolte says they are not expecting the universtiies to be mind readers, only to be diligent in the admission process.
