Intro: Utility rate increases will require state approval, but could leave customers with much larger bills. One St. Louis legislator says the decision will be unfair to consumers. Robbie Fisher has more from the Capitol. 
 Senator Joan Bray attacked the Public Service Commission's decision to adopt rules for automatic rate increases by electric companies. 
 According to Bray, utility companies will be able to ignore conservation efforts in favor of making more profits. 
   
 Supporters say the decision will allow the state to see what the actual cost of fuel is for utility companies and determine appropriate fuel charges.
