Opponents of the bill have kept it from passing for almost a month. Kansas City Democratic Senator Victor Callahan called it a "Ted Kennedy-esque" mandate, and Republican Senator Luann Ridgeway says the bill borders on socialism.

On the other side, the bill's sponsor said bio-diesel would improve the environment. Stouffer said during the debate the bill cannot be put to rest.

The Senate debated the proposal for much of the night, and added over half a dozen amendments to the bill.
