Wrap: Proposition B regulates large-scale dog breeders in Missouri and passed with just more than 50% percent of the vote.

But Republican state senator Bill Stouffer proposed a bill Wednesday which would reverse this decision.

Barbara Schmitz orignially petitioned for Prop B and says she was appalled by the move.

Description: "Elected officials should respect the will of the people. I believe that this legislation subverts the judgment of voters and that that's wrong, it's undemocratic."

Stouffer says Prop B campaigning showing puppies in poor conditions misled voters.

Wrap: Napton Republican state senator Bill Stouffer says dog breeders have no reason to mistreat their puppies.

But he says the advertising campaign showing malnourished pups only misled voters.

Description: "So as a producer, I'm going to produce the cuddliest, fattest, fuzziest pup that you can exist--as opposed to going out and beating him every morning."

Barbara Schmitz, Missouri director for the Humane Society of the United States, says she feels Stouffer's bill goes against the will of the people.

The vote passed with a little more than 50 percent of the vote in November.
