Wrap: A city ordinance bans religious and political speech aside from campaign signs.

Associate City Attorney Drew Hilpert says it prohibits yard signs outside of election season.

But he says there's one problem: the U.S. Constitution.

Actuality:  HILPERT7.WAV
Run Time:  00:10
Description: "We're pretty certain that our ordinance in that regard is unconstitutional, and we want to fix it and we've never enforced it against anybody in that way, but we want an ordinance that we can enforce."

Hilpert says even signs that say "Pray for peace" violate the ordinance.

A City Council member says he doesn't think officials will change the rules.

He says people will complain no matter what they do.

Wrap: Here where Missourians come to speak their minds on the issues, Jefferson City residents can't do the same in their own yards.

The city's attorney says a ban on political signs outside election season is unconstitutional.

But City Council member Mike Harvey says residents should not expect a change in the rules.

Actuality:  HARVEY10.WAV
Run Time:  00:10
Description: "Personally I think it's going to be very difficult to get any kind of this legislation through the city council, approving it. I don't see that there's going to be any change."

Harvey says no matter what changes they make, there's no way to keep everyone happy.

The city's attorney has asked code enforcement not to punish offenders unless there's a complaint.
