Public Safety Appropriations Chairman Chris Kelly and other members of the committee proposed several ideas to generate funding.
One idea is creating an option for gamblers at the slot machines where they can choose to donate spare change on their earnings to the commission.
Another would draw funding from the state's scratch lottery tickets.
