Wrap: Under new state law, drivers will receive higher penalties for moving violations and traffic offenses in an active emergency zone.

An emergency zone is an area visibly marked by emergency responders working at the scene of an incident on or around the highway.

Drivers convicted of a violation will face the normal fines as well as an additional thirty-five dollars for the first offense and seventy-five dollars for a second one.

Another new rule allows drivers to show proof of insurance on a mobile device, like a smart phone.

Wrap: Any individual receiving an honorable or general discharge from the United States military will be eligible for lower in-state tuition. 

This applies to public four-year institutions as well as two-year institutions.

Another law requires universities to award credit for military courses which meet standards of the American Council of Education.

Wrap: Welfare beneficiaries will not be able to use electronic welfare cards, or E-B-T, in any liquor store, casino, or gaming establishment.

E-B-T card holders also can not use their cards at adult-oriented establishments, like gentleman's clubs, or for any other item primarily intended for adult audiences, such as cigarettes.

Supporters of the bill said that this law would ensure that funds go to those in need.

Critics claim a law like this will not stop recipients from using the card at A-T-Ms

Any recipient of state welfare violating these regulations must reimburse the Missouri Department of Social Services.
