Wrap: After days of attacking lawmakers for hundreds of millions of dollars in tax cuts, Jay Nixon turned his attention to budget increases they passed above his recommendations.

Nixon called it an eight-hundred million dollar over-budget spending plan.

Nixon said the money needs to be invested into schools and the higher education system, and not into earmarked programs.

Lawmakers return to the Capitol for the veto session on Wednesday.
