Senator Kurt Schaefer questioned whether this bill would hinder the officer's ability to make a quick decision.

Description: When you put an officer in a position where literally something that's going to happen in a thirtieth of a second, and they have to weigh all those factors, it can be very difficult.

The bill was a bipartisan effort.
