Description:
Change the membership of the State Records Commission. Replace the Forms Management Unit director with the Commissioner of Administration. The Senate version merges the Highway Patrol and the Water Patrol, requires the administration provide legislators with keys to the Capitol dome, creating a commission on merging the various welfare agencies, imposing a fee on utilities to fund the Public Counsel and more.
