HJR 37 Sponsor:Curtman, Paul Status: H 2nd Read Description: Impose a cap on the growth of the state budget based on the inflation rate. Permanently eliminate the lowest income tax rate when tax collections exceed the appropriations limit by more than 1 percent, unless there is only one tax rate.
