Authorize the legislature to issue up to $950 million in bonds for building construction. Divid the money between higher education, transportation, parks and other areas. Creates the Fifth State Building Fund. Limits the bond period to 25 years. The HCS authorizes the legislature to issue $1.2 billion in bonds.
