Description:
Extend the termination date of various federal reimbursement allowance taxes. An FRA is a gimick by which the state can get extra Medicaid funds from the federal government by imposing a tax on health care providers which, under the FRA, is returned to health care providers. These FRAs will expire Sept. 2016 and will cause a large revenue loss for the state.

Require transfer of any revenue above $18.208 billion during the next two fiscal years be transferred to a surplus revenue fund. Require tax refunds owed in those two fiscal years be paid before June 30, 2017. This bill essentially extends a bill passed in 2014 to create fund for separate appropriation lines any funds that might be collected that exceed what the legislature believes the state will collect.
