The HCS contains tax breaks to business for the "China hub" -- an air transport cargo facility in St. Louis. It also includes tax amnest for past debts, tax breaks for sports events and reductions in various tax credits. The original bill would provide a tax credit for donations for care of mentally retarded persons or persons with developmental disabilities. Passed by the House in the closing hours of the legislative session when it was too late for the Senate to take up the bill.
