Various municipal court changes. Repeal a ban on jailing minor traffic defendants for failure to appear, in some cases. Repeal a prohibition on a municipal court charging court costs for use of community service alternative for a sentence. Change the definition of minor traffic violations covered by a law limiting how much of fines can go to a city budget. Repeal a restriction that a lawyer can serve as a municipal judge for no more than five municipalities.

Restrict when a judge must instruct a jury about lesser included offenses in a criminal case. Restrict judicial review of a conviction on the basis that the defense did not request lesser included offenses instructions. Relates to Keith Meiners v. Mo. in which the state Supreme Court rejected overturning a murder conviction because the defendant's attorney did not request the judge for instructions on a lessor-included offense possibility (manslaughter rather than 2nd degree murder).
