Prevent an local government from losing a power granted by state law for local government of a certain population range if local government's population grows or falls outside that range. Currently, only St. Louis City can retain the statuatory power if its population falls below the population range. The House added unrelated provisions including lower rates for aluminum and steel plants and allowing automatic electric rate increases by the PSC.

Require licensing boards to accept electronic license renewals and requests for extension of time to complete continuing education requirements. Require the Education Department to recalculate how much state aid a school district would have gotten based on how much the district recorded revenues from taxes in 2005 if the district had placed the money in the capital projects fund or the debt service fund. The provision would take effect only when the legislature fully funds the School Foundation Formula. Technically, the bill would adjust upwards the local effort of taxing which is a factor in the formula.
