Description:
Shorten the number of weeks for which a person can collect unemployment compensation if the state's unemployment rate drops below nine percent. Make the number of weeks of eligibility a sliding scale based on the unemployment rate to as low as 13 weeks. The governor vetoed a similar bill, HB 150 in 2015. The legislature overrode the veto, but the override was struck down by the state Supreme Court based on the Senate delaying a vote on the override until the veto session.

Limit the state's merit system protection for government workers to prison and school employees, unless a merit system is required by federal law for grants. The merit system protects government workers from aribtrary dismissal and requires hiring and promotion be based on merit. The governor called on the legislature to make many state workers "at-will" employees.
