"This debate was an opportunity for people to discuss their concerns. The bill is a result of a wonderful coalition of about eight to 10 pro-life and pro-choice groups," said Sen. Betty Sims, R-St. Louis County, who is handling the bill in the Senate. "It's discouraging to me that some members of the body don't recognize or accept the work of that coalition."
Senator Betty Sims, R-St. Louis County, Chair of the Aging, Families, and Mental Health Committee in the Senate said she has tried to find ways to draft legislation, but the way the Internet is regulated makes it virtually impossible.
Sen. Betty Sims, R-St. Louis County, had proposed regulating commercial hay rides, but will amend her original bill so requirements would apply only to St. Louis County. Commercial operators would be required to get a state permit, undergo regular inspections and maintain a general liability insurance policy of at least $1 million.
"I don't know whether the Senate should try to fix a broken system, or as my children put it, break it worse," said Sen. Betty Sims, R-St. Louis County. "I looked to the legal eagles to tell me if this would fix it, and the answer was no. So I really can't support this resolution."
