The governor's use of executive order in June to conclude this issue has similarly enraged several Republicans, among them Sen. John Russell, who chairs the committee.

But other legislators, among them John Russell (R), who chairs the Appropriations Committee, pushed to pass the Senate's version of the bill and debate it in conference between the two houses.
Senator John Russell says he expects drastic changes in Missouri air travel and hopes that the extra security measures will not affect the state's economy.
"The commission has full control over expenditures over that department, but that commission has really screwed things up," said Sen. John Russell, R-Lebanon, who will not consider a transportation-related tax hike until changes in the composition of the current commission.
But, Sen. John Russell, R-Lebanon said this plan would be hard to implement because it would take funds away from Missouri's operating money. Instead of offering tax credits, Russell said he would like to see other methods used, such as asking for general revanue or finding another funding source.
