The filibuster's leader, Sen. John Schneider, D-St. Louis, protested that the House leadership had not allowed that chamber to vote on the issue. Suddenly, without explanation, Schneider ended his filibuster in late afternoon and allowed a final vote on the bill.

Althouth neither sponsor cares about including the language, it is being stalled to appease the Senate Judiciary Chairman, John Schneider, D-St. Louis County.
"Once the birthing process starts, are we going to say it's OK to kill the child?" asked John Schneider, D-Florissant, one of 18 sponsors of the legislation. "It's wrong to deliberately kill a kid even if he has a defect. The only purpose of this procedure is to make sure a dead fetus is born instead of a living one."
"I think it is important that people prove they have the ability to pay," said John Schneider, D-St. Louis County, author of the amendment. "Revocation should be a last resort."
The belief that the Hancock Amendment is unfair has received some backing in the State Senate this year. Sen. John Schneider, D-St. Louis County, and Sen. Wayne Goode, D-St. Louis County, have proposed an amendment to the state constitution which would change the refund mechanism.
"This is not a wise rule and I really have not supported this rule," said the longest-serving member of the Senate, Sen. John Schneider, D-St. Louis County.
