According to Senator Marvin Singleton who is the only doctor in the state senate, there is only one lab in the state that could test for biochemical diseases like anthrax.
"We have already appropriated $25 million for the construction of a new state health laboratory, and the letter from the committee asks the governor to release that funding so construction of the new facility can begin," said Sen. Marvin Singleton, R-Seneca.

The Senate Administration Committee includes Republican Senators Peter Kinder, Bill Kenney and Marvin Singleton, along with Democratic Senators Ronnie DePasco and Ed Quick.
The resolution the Senate approved, allows payraises to occur subject to appropriation. The resolution seeks to limit increases so that they don't exceed payraises for other state employees. But, the resolution's sponsor Marvin Singleton questioned the constitutionality of that effort, saying it in effect allows payraises.
Sen. Marvin Singleton, R-Joplin, urged his colleagues to ignore a recommendation from the Missouri Citizen's Commission on Compensation that the salary for lawmakers increase to more than $34,000 in 2003, up from just more than $31,000 in the current fiscal year.
The resolution, proposed by Sen. Marvin Singleton, R-Joplin, would reject the 5.5 percent pay increase for legislators that was recommended by the Missouri Citizens' Commission on Compensation for Elected Officials in November. The Senate Rules Committee unanimously approved Singleton's resolution Monday.
"The sons of liberty needs to stand up when the king attempts to set their salary," said the resolution's sponsor, Sen. Marvin Singleton, R-Seneca. "I think the citizens of Missouri need to know."
