The Republicans nominated Sen. Peter Kinder, R-Cape Girardeau, for president pro tem with Sen. Bill Kinney, R-Lee's Summit, as floor leader. Sen. Betty Sims, R-St. Louis, would be assistant floor leader. Sen. Morris Westfall, R-Halfway, was elected caucus chairman and Sen. Anita Yeckel, R-St. Louis, becomes secretary.
JEFFERSON CITY - Rural Senator Morris Westfall has proposed a bill that would make the Conservation Department financially responsible for damages caused by wild elk. The animal doesn't live in the state just yet, but a study is being conducted by a private foundation to see if Missouri has a suitable habitat for them.
But the legislation is likely to face opposition when it comes up for a full vote. Republican Senator Morris Westfall says he doesn't think that passing this type of law would decrease the number of deaths among youths.
The lower limit legislation, sponsored by Sen. Morris Westfall, R-Halfway, criminalizes operation of a motor vehicle with a blood-alcohol level of .08. Existing law sets a .10 limit.
