Senators Norma Champion, R-Greene County, and Pat Dougherty, D-St. Louis prefiled foster care reform bills just one week after an audit of the foster care system exposed potential dangers in the system.
Sen. Norma Champion, R-Green County, said that these facilities had been very successful and that they should have the freedom to continue doing what they were doing.
For SMSU, the Senate plan's means it will receive $1.9 million more than if it had taken the same percentage cut as the UM system. Sen. Norma Champion, R-Springfield and a member of the Appropriations Committee, said that though SMSU would be taking an overall cut this year, it stood to gain in the long term if the Senate's plan is enacted.
But Sen. Norma Champion, R- Greene County, who serves on the Senate Appropriations Committee that orchestrated the cuts, said that the Legislature is doing the best it can to minimize the effects of neccessary cuts.
But Sen. Norma Champion, R-Greene County, who serves on the Senate Committee on Public Health, voiced concerns about the legislation, asserting that the problem can only be solved by people making good personal choices about nutrition and exercise.
"If we borrow money at a high interest to get it now, we are forgoing future money," Sen. Norma Champion, R-Springfield, said. "I don't see how it saves money in the short term."
