According to Luebbering, the roughly 48,000 state employees in Missouri would not be impacted by a shutdown, as their paychecks come from state revenue. He said a shutdown would impact citizens of every state if departments like the IRS and Social Security ceased activity.
In the House's latest effort to balance the state's budget, Rep. Rick Stream's, R-St. Louis county, bill proposes shutting down all six of the state's currently running habilitation centers by a goal date of Jan. 1, 2018. The state would implement the transfer of the current residents from state-run residential centers to privately arranged, community-based care.
