Sen. Shields said he drafted the bill as a direct response to the illegal actions of former Sen. Jeff Smith, D-St. Louis City, and former Rep. Steve Brown, D-St. Louis County, and former Rep. T.D. El-Amin, D-St. Louis City. The three legislators resigned their positions after being found guilty of violating federal law.
But Senate Pro-Tem Charlie Shields says that because of indicted legislators like Jeff Smith, Steve Brown and most recently T.D. El-Amin, ethics within the state government are questionable.
